How to Join or Create an Outfit?

Hello,
If I could get some help with this it would be extremely appreciated. I'm trying to figure out how I can make or my own outfit and how can I join one. Idk what the process is and how to navigate to what I need to when playing on my PS4. Been playing for a few months and use to play PC. Love the game and my level is 26. Hope everyone has a great day! Happy gaming
